During the second regular session of the CULTURA Board of Directors, its members unanimously approved the financial statements for January, February, and March 2025 and recognized the recent Carnaval as a success.

At the meeting, chaired by the municipal treasurer, Julio César Ramos, representing the Mayor of Mazatlán, Estrella Palacios Domínguez; the General Director of CULTURA, and the Technical Secretary of the Board of Directors, Raúl Rico González, reported on the state of the municipal government’s finances, and the budget increase for the months of February and April was unanimously approved by those present.

At another point, all council members approved the recovery fees for the 2025-2026 school year for the Municipal Arts Center, and in general matters, a report on the results of the last Mazatlán International Carnaval 2025 was presented.

In this regard, Councilwoman Maribel Chollet expressed her appreciation and congratulations to Raúl Rico González, General Director of Cultura, for the success of the event, describing it as “exceptional, atypical, and epic.”

She emphasized that the last Carnaval was “a breath of fresh air” for the city and a much-needed respite for Mazatlan residents.

Chollet expressed her gratitude for the decision to allow free admission to the coronations, as many people who could not afford a ticket were able to enjoy the event.

Councilwoman Mylai Quintero mentioned the importance of Carnaval and how its success positively influenced Holy Week and Motorcycle Week, overcoming many challenges and improving the region’s economy.

Councilwoman Wendy Barajas Cortés joined in the congratulations for the success of Carnaval Mazatlan and thanked Mayor Estrella Palacios Domínguez and City Clerk Moisés Ríos for their attention, ensuring they could enjoy all the events of the city’s biggest festival.

The following council members were in attendance: Moisés Ríos Pérez, Mazatlán City Clerk; Julio César Osuna, Director of Urban Development; José Simón García, representing the Director of Public Works of the Mazatlán City Council; council members Wendy Barajas, Maribel Chollet, Claudia Luna, Rafael Mendoza, Mylai Quintero, and Alina Quintero; and citizen council members Jorge Fuentevilla, Ramón Salop Sánchez, and Luz del Carmen Briceño, representing citizen council member Francisca de los Ángeles Cázares.
